Mr Miliband believes that the NHS is one of the key issues that will affect voters' decisions in 2015. It is also thought that he is considering a specific tax to boost healthcare funding. Andy Burnham, the shadow health secretary, has proposed merging social care and the NHS, claiming this would save taxpayers' money by keeping elderly patients out of hospitals. Senior Labour figures are expected to finalise the decision this month ahead of the Labour Party's annual conference on 21-24 September.
