Following a report into the events at Winterbourne View Hospital, where abuse of disabled residents was secretly filmed, ministers aim to transform services to ensure vulnerable people are cared for in line with best practice.

It is hoped that, by April 2014, every locality will have a joint plan for health and social care to ensure high quality care and support services for all people with learning disabilities or autism and mental health conditions or behaviour described as challenging. This must be in line with best practice and lead to a 'dramatic reduction' in hospital placements for this group.
