I am familiar with the QOF but was in a commissioning group meeting the other day and the Commissioning Outcomes Framework (COF) was mentioned. Will it affect nurses?
As a practice nurse, I am not a fan of the QOF. It is not in line with NICE guidance and does not go far enough to improve quality, outcomes and patient experience.
The COF will be a new type of 'incentive scheme' (I dislike like this term, but it describes a method to help fund improvements in service delivery). It will help measure health outcomes and quality of care in addition to patient experience and patient reported outcomes.
